The State Controller’s Office (SCO) is fulfilling its purpose to move California forward through fiscal oversight and transparency; transforming communities, empowering families and individuals, and strengthening businesses so that everyone thrives. Through this Request for Information (RFI), SCO is seeking information from Contractors with the resources, experience, and abilities working with governments to provide modern digital payment services, which may include, but are not limited to: Automated Clearing House (ACH), mobile banking, pre-paid cards, digital wallets (e.g. PayPal, Venmo, or Apple Pay), pay to cash, and pay to debit. These services will ultimately allow SCO to achieve its goals of 1) expanding the existing ACH [referred to as the SCO electronic fund transfer (EFT) program], 2) offering additional modern digital payment services, and 3) reducing paper warrant printing and handling as an exception process in the future.
