1. Permitting & Approvals a. The County anticipates an exemption from environmental review requirements for this project. b. Work with the County to obtain necessary development permits. 2. Design & Installation a. Design and install the digital billboard in full compliance with all County development standards, and safety codes. Proposers should provide a detailed timeline and plan for this phase. 3. Operational & Maintenance Requirements a. Digital billboards must be protected against unauthorized access. Proposer should provide details on processes and procedures that will be in place to ensure and protect against unauthorized access or “hacking”. b. The proposer will be responsible for ongoing maintenance on the billboard, including securing advertisers, performing regular repairs, and always ensuring proper operation. 4. County Communications a. During any declared emergency, the County will have the right to pre-emp all advertising to display emergency messages. Proposer must include protocol for real-time posting of emergency County communications. The network will follow protocols for national emergency requirements, such as Amber Alerts. b. The County will have the right to display messages at no additional cost for general public announcements and promotion of civic events and services, for at minimum of one (1) rotation every five (5) minutes. Proposer shall accept content in various formats, including PDF, word, images, etc. from the County for presentation on the digital billboard. Proposer must demonstrate and describe how the County can provide and manage this content (including how information is pushed or pulled into the digital billboard for display) at no cost to the County. 5. Revenue to the County a. Proposal will be evaluated on the most advantageous lease term and revenue generation opportunity for the County. Proposal shall include proposed lease terms and detailed breakdown of anticipated revenue.
