The consultant shall: A. Review relevant plans and documents, including the Comprehensive Plan, Housing Element, Capital Improvement Projects, Comprehensive Capital Improvement Plan (upcoming), Climate Action Plan, Bicycle and Pedestrian Transportation Plan and the City's FY 2026 Municipal Fee Schedule. B. Collaborate with the City to prepare a 10-20 year infrastructure needs assessment that considers social, safety and utilities needs as the City continues to grow. Coordinate closely with Utilities to understand existing resource management plans and to share data that may help inform future plans as well as utilities capacity and connection fees. C. Prepare updated development projections by land use type (residential and commercial) and subtypes as appropriate. D. Develop cost allocations and calculate maximum justified development impact and in-lieu fees for both residential and non-residential land uses. E. Draft a legally compliant Development Impact and In-Lieu Fee Nexus Study consistent with the Mitigation Fee Act (Gov. Code § 66000 et seq.), AB 602, and the constitutional standards established by the U.S. Supreme Court in Sheetz v. County of El Dorado
