The City of Torrance requests proposals from qualified individuals, companies and/or entities (firms) to: Plan, Design, obtain all regulatory agency permits, construct, operate and maintain an EMC on City-owned real property located along Interstate 405. The EMC must include the following: 1. Remote diagnostic and maintenance capability 2. “Amber Alert” capability 3. Automatic brightness adjustment to ambient lighting conditions 4. UL and IEC approved 5. Color calibration to ensure consistent image quality 6. Remote shutdown capability 7. Two-sided face or V-Type EMCs – Each face shall not exceed 1,000 square feet in area and shall include screen face and all decorative elements. 8. EMCs shall be a maximum height of 80-ft. with a 40-ft. minimum above the nearest freeway lane. 9. EMC sign base, power and equipment security enclosure. 10. The City plans to install a surveillance camera on the equipment enclosure or structure and house the cellular router within the enclosure.
