The City is seeking proposals to design, furnish, construct, install, and maintain five (5) dual-port Networked Level 2 EV chargers with billing and ten (10) Level 2 make-ready ports for both public and reserved municipal use across the following three City sites that have been identified in collaboration with PCE’s EV Ready Technical Assistance Program: 1. Belmont City Hall Complex, Police Lot: 1 dual port Level 2 charger and 2 makeready ports. 2. Belmont City Hall Complex, Manor House: 2 dual port Level 2 chargers and 2 makeready ports. 3. Belmont Sports Complex: 2 dual port Level 2 chargers and 6 makeready ports. 1. Design of EV Charging Infrastructure a) Furnish Network Level 2 EV Charging equipment that meets the following requirements and standards for Level 2 Outlets or Level 2 Charging Stations, as follows: Level 2 Outlets 1. 110/120V or 208 – 240V, 15A – 50A circuit. 2. Power Supply: 1.4 kW minimum. 3. NEMA 110/120V or 208 – 240V receptable, heavy duty, commercial, or industry grade. 4. Ground Fault Circuit Interrupter (GFCI) receptacle. 5. Must meet indoor or outdoor (whichever is applicable) NEC requirements per installation location. Level 2 Charging Stations 1. 208 – 240V, 20A – 80A circuit. 2. SAE J1772 or North American Charging Standard (NACS)/SAE J3400 connector. 3. NEMA 3R rated (outdoor rated hardware) minimum. 4. Hardware must be new. No refurbished or repurposed equipment can be installed (e.g., equipment previously used as display or returned). 5. If software is utilized, it must use an open standard protocol, such as Open Charge Point Protocol (OCPP). 6. Tamper- and vandalism-proof security design. 7. Communicate with customers on a mobile application with information on station, location, charging status, usage data, and payment receipts. 8. ADA compliant. 9. The EV charging stations shall have the ability to stop flow of power when not in use. The system shall have over-current protection to prevent vehicles from drawing too much power. 10. The EV charging stations must have capabilities to handle, transfer, and backup data.
