The Contractor will provide prepaid and reloadable debit card, virtual debit card (e.g. a digital version of a physical debit card that is used for online purchases) and digital disbursement services to User Agencies in accordance with the terms and conditions of this Agreement. The platform for digital disbursement options shall include, but not be limited to, Zelle, Venmo and/or PayPal. Prior to rendering services, the Contractor and User Agency must execute an agreement (hereinafter referred to as the “User Agreement”) that incorporates all terms of this MSA by reference and may contain additional User Agency specific terms and conditions, none of which may alter, rescind, or be in conflict with the terms and conditions of this MSA. The User Agreement shall consist of a Standard Agreement (STD 213) form, or the appropriate equivalent contract form for Local Governmental Agencies, and shall contain a detailed scope of work describing the User Agency requirements
