Contractor shall provide services at the Veterans Home, West Los Angeles, located at 11500 Nimitz Avenue. Los Angeles, CA 90049. Contractor shall provide all labor, materials, staff, transportation, license, permits and every other item of expense necessary, unless otherwise stated, to provide water softener services. Services shall be provided at the Home, upon request and in compliance with terms of this Agreement. The Contractor shall provide the following services: A. ROUTINE SERVICES: 1. Service and maintain a manifold array-based water softening system with bypass that provides exchangeable softening cylinder tanks to maintain water quality for the entire facility. 2. All exchangeable tanks as provided by the Contractor shall be freestanding (not attached to Home structures). 3. Contractor shall provide testing, every week - Monday and Thursday, of water hardness using EPA Method 130.2: Total Hardness of Water by Titrimetry - Official Name: Hardness, Total (mg/L as CaCO3) Titrimetric, EDTA prior to water softener tank exchange to ensure a constant supply of softened water between testing and tank exchanges. The Contractor shall test city water hardness levels for fluctuations and shall use the results for comparisons with tested Home water hardness levels and shall present recommended water composition to the Contract Manager for approval. All test results are to be included in a bi-monthly report indicating building locations where tanks have been exchanged and number of tanks exchanged at each location. 4. Contractor shall submit a detailed written report of the water softener system performance results to the Contract Manager. The report shall include the name and signature of the Contractor or Contractor Representative and the signature of the Contract Manager or authorized individual at the Home certifying expected water softener performance standards have been achieved. 5. Contractor will arrive at the Home, every week - Monday and Thursday to ensure that all manifold arrays with bypass as serviced by the Contractor are appropriate to maintain current PSI and flow rates for water demands of the facility. If any valves are found bad or are removed for relocation, new ball-valves with full port of same size and rating must be reinstalled by the Contractor. 6. Contractor will ensure exchangeable tanks will maintain a minimum of 0-3 grains per gallon (gpg) hardness as indicated by testing and shall exchange expended tanks with unexpended tanks on an as-needed basis. 7. Contractor will ensure that exchange bottles shall be sufficient enough to remove a minimum of 15 grains of hardness. 8. Contractor shall maintain, repair, and replace manifold as needed to provide leak-free and troublefree operation. 9. Contractor will not use any salt-based products to soften water contained within the plumbing systems at the Home. 10. Contractor is required to obtain approval from the Contract Manager before replacing or repairing manifold. 11. Contractor shall train CalVet West Los Angeles Plant Operations personnel in the operation and monitoring of the water softener system as provided by the Contractor. 12. All work provided by Contractor shall conform to the latest requirements of Federal, State, City and County, laws, codes, regulations and rules in connection with work performed under this Agreement. 13. Contractor shall report to the front desk area (F-Building) and sign in and out in Contractor Log Book. Plant Operations personnel will escort Contractor on their service rounds to open and close locked doors as required to exchange the tanks. B. NON – EMERGENCY REPAIR SERVICE Contractor shall provide unlimited visits for any repair services requested or necessary to keep the equipment fully operational. Repair services that are not provided during regularly scheduled maintenance visits, or not covered by the Guarantee section of the Scope of Work, shall be compensated by the State for actual hours worked on-site at the Contractor’s Repair Hourly Rate as specified in Exhibit B-1, Rate Sheet. Any parts requiring replacement will be replaced in accordance with the Parts Section. Repair service will be provided upon written request from the Contract Manager. Contractor shall respond to requests for repair service within two (2) hours of initial notification. Every effort shall be made to perform repair services during normal business hours; State holiday and weekends excluded. The State may, at its discretion, allow access to the equipment during nonbusiness hours when necessary. Nonemergency repair services performed outside of normal business hours must be approved in advance in writing by the Contract Manager.
