Service Category 1: Jail Health Services - HIV and Integrated Services Testing Program (JHS-HIVIS). The purpose of JHS-HIVIS is to identify new HIV/STI/HCV infections among individuals incarcerated in the San Francisco County Jails. Using a multi-disciplinary team approach, the program conducts testing, discloses positive test results, and immediately links newly diagnosed individuals with HIV/STI/HCV to appropriate care. Additionally, individuals who test negative are assessed for sexual health risk and, when appropriate, are connected to Pre-Exposure Prophylaxis (PrEP) and Post-Exposure Prophylaxis (PEP) services. Service Category 2: Newcomers Health Program (NHP). Immigrants, including newcomers, refugees, and humanitarians face significant barriers to accessing healthcare, including language challenges, unfamiliarity with U.S. systems, underemployment, and cultural isolation. Many immigrants have unmet medical needs and mental health concerns related to past trauma, persecution, and displacement. These barriers are even more severe for individuals with disabilities or those who have experienced violence due to sexual orientation or gender identity. Language access is especially critical at every stage of care—from insurance enrollment to understanding treatment plans—and delays in care can impact both immediate and long-term health outcomes. Bilingual, bicultural staff with lived experience are uniquely equipped to build trust and engage communities that may be wary of government systems. NHP addresses these barriers by providing culturally and linguistically appropriate health education, interpretation support, and care coordination for eligible immigrants, specifically, newly arrived refugee populations. In collaboration with county and community partners, refugee resettlement agencies, and healthcare providers, NHP ensures access to comprehensive health assessments and essential services. The team supports clients throughout the assessment process—scheduling appointments, offering follow-up, assisting with Medi-Cal and RMA enrollment, and coordinating interpretation as needed. All services are delivered using a trauma-informed, strengths-based approach to promote trust, empowerment, and continuity of care. NHP is currently funded in part by the California Department of Public Health, Office of Refugee Health, Refugee Health Assessment Program (RHAP) and Refugee Health Promotion Project (RHPP).
