The Contractor shall provide the use of an aircraft hangar strategically located in Fresno, California. The aircraft hangar needs to be in Fresno due to the operational needs of the California Department of Justice (DOJ) in that area, allowing the pilot to respond from the department’s Fresno-based office to the aircraft hangar, for the quick deployment of air assets. The aircraft hangar shall be used to store a Cessna 182 aircraft owned and operated by (DOJ). The aircraft hangar shall be a minimum of 1700 square feet and a maximum of 2000 square feet, to store the aircraft and associated aviation equipment. The aircraft hangar shall be managed by a fixed-base operator (FBO) to ensure airport security requirements are upheld and aircraft hangar access is limited to authorized personnel only (California DOJ agents, pilots, and other personnel who may require access to the hangar/aircraft, to fulfill a variety of aviation duties). Authorized personnel must first apply for a security pass with the FBO, in conjunction with airport security and TSA regulations. Once approved, the FBO will provide them with a security pass that will provide them with access to the airport facility and hangar space. Without this security pass, access is not allowed. A FBO is an organization granted the right by an airport to operate and provide various aeronautical services. The aircraft hangar shall be accessible 24 hours a day and 7 days week, with the ability to retrieve, taxi, and launch the aircraft at any given time or day. The aircraft hangar shall include access to electrical power in the form of power outlets found within the aircraft hangar, in order to charge associated aviation equipment. The contractor shall offer a 100LL full-service fueling option. The option for full-service fueling is a service offered by most FBOs ensuring a quick and efficient fueling process. This service is essential for time sensitive operations. The FBO should also include Wi-Fi for weather/flight planning, pilot lounge to standby and stage during operations, and restrooms. All work shall be done by experts with an established reputation for executing their work by the very best methods. All services shall be subject to inspection by the DOJ at any, and all times during the performance thereof. If through inspection it is determined that the services and/or materials furnished in connection therewith are not in accordance with the terms described, the DOJ may at its option have the work performed elsewhere, charging the Contractor with any cost occasioned thereby.
