On an as-needed basis, the Construction Safety Consultant shall provide services on a variety of projects to promote the safety of all personnel, contractors, and visitors on district construction sites by implementing and maintaining comprehensive safety programs in compliance with federal, state, and local regulations. The Consultant shall, without limitation to the District’s right to require other services not listed herein, work with the Facility Planning, Construction & District Support Services to carry out the responsibilities defined in the scope of services set forth in a typical District agreement. Such services shall be performed consistent with the standard of care for professionals performing similar scopes of services. Safety Program Development & Implementation • Review and comment on the contractors' Site-Specific Safety Plans (SSSPs) for each project. • Ensure compliance with OSHA, Cal/OSHA, and other applicable safety regulations. • Coordinate with project managers and contractors to integrate safety into planning and execution. Site Inspections & Audits • Conduct ad-hoc safety inspections and audits of active construction sites. • Identify hazards and recommend corrective actions. • Maintain documentation of inspections and follow-up actions. Training & Education • Review and comment on the contractor’s safety orientation and job/task hazard analysis. • Review and comment on the contractor’s toolbox talks and specialized safety training (e.g., fall protection, confined space). • Ensure subcontractors meet training requirements. Incident Management • Participate in investigations of accidents, near misses, and safety violations. • Prepare incident reports and root cause analyses. • Recommend and implement corrective and preventive measures. Regulatory Compliance & Reporting • Ensure contractors maintain records required by OSHA and other agencies. • Prepare and submit safety reports to district leadership and regulatory bodies. • Stay current with changes in safety laws and standards. Stakeholder Communication • Attend project meetings to provide safety input and updates. • Communicate safety expectations and performance metrics.
