Specifications include, but are not limited to: The City of Chino (“CHINO”) is seeking professional services for the preparation of Plans, Specifications, and Estimate (PS&E) for the Design of a Bridge along Euclid Avenue between SR71 and Pine Avenue just east of SR71. The roadway is subject to frequent flooding during winter months when heavy precipitation occurs in the area. The flooding results in closing the highway for several days forcing motorists to long circuitous detours on other City streets that do not have the capacity to handle the additional traffic. The number of lanes in this segment mostly consists of two lanes in each direction separated by a dirt median. The segment between Pomona Rincon Road and north of Chino Creek bridge, however, has one lane in each direction without a median. The Chino Creek bridge (Bridge No. 54-1248) is a two-span prestressed concrete box girder structure. It is 144 feet long and 40 feet wide with a 12-foot lane and an eight-foot shoulder in each direction. The Chino Creek bridge does not have the capacity to accommodate adequate flows during storm events and is the primary reason for its frequent flooding and resulting frequent road closures.
