In summary, Phase 1 services and work products will include: • Project management for the duration of Phase 1 • Facilities programming • Development of architectural renderings showing the conceptual colors, features, materials, etc. • Evaluation of alternative layouts, concept drawings, equipment, and other elements as necessary that affect construction and life cycle costs, Contract performance, and City goals for the project • Defining the risk elements and assigning those risks as appropriate • Significant degree of detailed design of the Facilities, including technology, equipment and materials selections • Preparation of a BODR and sufficient site plans, specifications, and other supporting documents to facilitate preparation of a Phase 2 Proposal • Advising the City and facilitating City participation in all material decision-making about the Facilities as such decision-making may affect the project scope and timeline, including City participation in select meetings and communications • Consideration of local community impacts as regards site design, environmental nuisances (e.g. noise, odors, traffic), landscaping and lighting systems • Preparation of CEQA documentation • Preparation of a Phase 2 proposal based on “open book” pricing of equipment, materials, and construction through an open solicitation of bids and negotiation of a Contract amendment for Phase 2...
