The Contractor shall provide to the County high quality, innovative, reliable, compatible, secure, efficient and effective deferred compensation plan administration services which include, but are not limited to the following: a. Recordkeeping services on a system maintained in accordance with Plan Documents and all applicable federal/state laws. This system shall be capable of processing enrollments, payroll deductions, applying contributions participant directed transactions, reporting tax withholdings, and provide timely and accurate participant statements and financial statements. The system shall be subject to clear back-up/recovery plans, ongoing internal and external system audits, and controls to preserve the integrity of participant data and assets. b. Distribution Processing including Unforeseeable Emergency Distribution, Loans, Required Minimum Distributions, Rollovers, Retirement, and death claims. c. Toll-free customer call center, voice response services, and internet services that allow participants access to account information and initiate account transactions. d. Comprehensive communication and education services, including the use of field representatives to support employees throughout the County.
