Specifications include, but are not limited to: 1. Conduct a thorough analysis of the current state of the following City Cultural Centers, identifying their progress and fiscal resources, and goals: the African American Cultural Center based at the Expo Center, and the soon to be established Latinx Cultural Center, Cambodian Cultural Center, and LGBTQIA+ Cultural District.— . 2. Analyze the role of the various Long Beach arts nonprofits, including, the Arts Council of Long Beach and organizations that are being supported by Measure B such as the Long Beach Opera, Long Beach Symphony, Long Beach Museum of Art, Museum of Latin American Art, and Musical Theatre West. 3. Meet with representatives from the Department of Library Services and the City Manager’s Office to understand the City’s cultural affairs vision and existing organizational structures. 4. Assess current models and approaches utilized by other municipalities such as a comparison and survey of arts and cultural commissions and other city departments that combine libraries and arts operations to support cultural affairs and propose best practices and a prospective model for department expansion. The consultant will also make clear the City’s role in supporting and advancing equity through arts and culture. 5. Community engagement and stakeholder interviews are key to this project to ensure that the plan reflects the perspective, vision, and concerns of the City’s cultural groups. The consultant will conduct approximately 10-15 interviews and 4-5 focus groups to understand the current landscape and stakeholders’ concerns and vision; the consultant shall engage with community members representing each of the cultural centers and arts groups to ensure that the proposed plan is communityfocused. 6. The consultant should also consider the City’s economic development initiatives and determine how the development of Cultural Centers factors into economic growth. The consultant will assess and forecast the potential economic impact of cultural districts in the City of Long Beach and recommend best practices to advance economic opportunity and equity through arts and culture.
