The City of Covina is requesting proposals from qualified professional transportation planning and/or engineering firms to provide services for the preparation of the city’s Town Center Pedestrian Bridge Feasibility and Community Outreach Program. Funding for the report and program The intent is to gain considerable insight into determining how best to proceed with the proposed pedestrian bridge capital improvement project, inform/empower the community to be involved in the decision-making process, and position the city to successfully acquire grant funding. The services desired include, but are not limited to, developing a project management plan, consolidating information to guide decision making, developing a community outreach plan, preparing a cost/benefit analysis, preparing design, structural, and permitting considerations, creating conceptual renderings, preparing a grant funding recommendation list, presenting findings to decision-making bodies, and finalizing the report and findings into a concise report.
