a. Proposal goal and objectives – Delivery of Specimens, Pharmaceuticals, and Instrumentations: i. Proposer will provide courier services for specimens, pharmaceuticals, and instrumentations to locations throughout San Bernardino County facilities, other County facilities outside San Bernardino boundaries, outside Laboratories, Patient Residence, Nursing Facilities, and other Health Care Agencies. b. Deliverables/Requirements: i. Proposer will be responsible for the timely pickup and delivery of specimens, pharmaceuticals, and instruments (biohazardous/contaminated and sterile) to ARMC Clinics and other facilities throughout the County and beyond the County. ii. Proposer will have security/background screening procedures for all personnel assigned to provide services to ARMC (Vendor bears all financial responsibility for these tests). iii. Proposer will have a plan for health screenings (TB test, Hepatitis B, Health exams) for all personnel assigned to provide services for ARMC (Vendor bears all financial responsibility for these tests). iv. Proposer will have a procedure for clearing company employees for the delivery of medications, including background check. For the purpose of this engagement, the company will not employ any individuals who have been arrested and/or convicted of a felony or misdemeanor unless prohibited by law. v. Proposer will have a procedure for random drug/alcohol testing of all drivers providing services to ARMC. vi. Proposer will ensure that all property provided to drivers, including, but not limited to medications, remain secure at all times in proposer’s vehicles and warehouses. vii. Proposer will have procedures for addressing theft of packages, including robberies. viii. Proposer will have procedures for the recovery of packages in the event of a natural disaster. ix. Proposer will have procedures for protecting, securing, and recovering medications and other property in the event of a vehicle accident. x. Proposer must have the ability to provide a secure, auditable patient signature collection capability, with transmission back to ARMC. xi. The price shall include two attempts at a successful delivery for the pharmaceutical package(s) that are not originally delivered. xii. Proposer delivery of lab specimens must be delivered within 4 hours on the day of service, and cannot be stored overnight. xiii. Proposer shall provide a weekly detailed report, sent electronically to the Pharmacy Contact, of pharmaceutical deliveries, including, but not limited to: • Name and address of the recipient • Date of delivery • Number of delivery attempts.
