Specifications include, but are not limited to: Task 1 – Market Research The Proposer shall work with RWRD’s Public Education Subcommittee to develop and implement market research to identify the various segments of the County population (e.g., residential, commercial) and the issues/concerns of each segment, plus the best ways to reach and engage all segments. Proposer should be prepared to explain in detail how this research will be conducted and whether they will do new research or extrapolate from existing resources. Proposer should review existing research and utilize it to inform any remaining market research needed (i.e., do not conduct unnecessary research if it has already been done). Task 2 – Develop Integrated Outreach Strategies and Materials The Proposer shall assist RWRD’s Public Education Subcommittee with developing integrated outreach strategies and materials. Specifically the Proposer shall: 1. Develop a two-year outreach plan with the RWRD’s Public Education Subcommittee. The winning Proposer(s) shall assist the subcommittee in strategizing how to reach target audiences and leveraging the two-year outreach budget and create and implement a campaign that integrates messages across diverse media that empower and engage target audiences using Community Based Social Marketing (CBSM) concepts. 2. Incorporate the use of CBSM concepts that should address each of the issues listed above and in the order it is listed. Including social norming (e.g., identify barriers and use commitments, prompts, norms, and incentives). 3. Incorporate evaluation metrics that demonstrate prior campaign awareness results and lessons learned from those experiences. 4. Incorporate a variety of outreach mechanisms/media. 5. Create traditional outreach materials and provide graphic design services which may include any or all of the following: a. Develop print ads, factsheets, newspaper articles, Op-Ed pieces, displays, brochures, or promotional items for outreach events that can be used by all jurisdictions. b. Create customized illustrations and artwork for a variety of formats (e.g., displays, brochures). c. Procure high-resolution photographs with a regional context (including original photography if needed).
