Specifications include, but are not limited to: The County of Fresno on behalf of multiple departments is requesting proposals from qualified vendors to provide media and mass communications services to educate and engage target audiences, generate public interest in county-related topics, and influence positive behavior changes in Fresno County. The County’s mission is to provide excellent customer service to residents while assisting them with finding the services they need. The selected bidder must be fully capable of designing and implementing cohesive, appealing content informing the public of available services, resources, general information from the County and ways to access those services. Selected bidder will also form a partnership with the County and its participating departments (Departments) including Behavioral Health, County Administrative Office, District Attorney, Human Resources, Library, Probation, Public Defender, Public Health, Public Works and Planning, Sheriff, and Social Services in creating conditions that promote safe, healthy, and thriving communities. The selected bidder will be working with many County departments and staff to identify and analyze appropriate target audiences; ensure messages are clear, cohesive, and align with the mission of the County and/or its departments; and develop and place relevant media campaigns. The selected bidder must be able to build or expand the County’s and/or Departments’ brands using this platform through implementing effective methods to increase public reach and engagement, integrating and cross-promoting messages, and ensuring the County is recognized as a leader and voice of the community.
