Pursuant to Fish and Game Code Sections 1010 and 1745.1(a), the California Department of Fish and Wildlife (CDFW), serving as an agent of the State of California (STATE), offers this Request for Proposal (RFP) to issue a Permit for Excess Vegetation Disposal (Grazing). The proposed vegetation disposal activity will be conducted with nonexclusive rights on approximately 408 acres of real property known as the McFarland Unit, referred to as the Premises, on the Cosumnes River Ecological Reserve (CRER), in Sacramento County. A successful proposal will convey flexibility, innovative ideas, and an understanding of the unique aspects of operating on a publicly owned property with the overall goals of encouraging and supporting wildlife habitat and forage on the CRER, including enhancing riparian forests and salmon conservation targets, while also protecting the riparian corridor extending from the Cosumnes headwaters to the Delt on the Premises. The CDFW is requesting proposals from livestock owners and operators who have experience working on public or conservation easement protected lands and can address the specific wildlife habitat goals found within this RFP, stated generally on page nine, and more specifically in Exhibit B, the Site Operation Plan.
