Specifications include, but are not limited to: The California Alternative Energy and Advanced Transportation Financing Authority has statutory authority to provide financial assistance in the form of a sales and use tax exclusion (STE) to eligible participating parties. CAEATFA has provided this type of financial assistance to zero emission vehicles manufacturing (Tesla Motors, December 2009); is in the midst of launching the Advanced Transportation and Alternative Source Manufacturing Sales and Use Tax Exclusion Program (SB 71 Program); and has been requested to develop and launch an STE program for alternative source energy generators (Generator Program). CAEATFA is seeking assistance in further developing, establishing, and implementing sales and use tax exclusion programs. Services under the SB 71 Program will include, but are not limited to, assistance with further implementation of the program including evaluation and any needed modifications of the existing program; assistance and participation in the rulemaking process; providing staff training; developing application evaluation material, policies and procedures; and assisting with development of long term program evaluation tools and record retention. Services under the Generator Program will include assisting with the initial functions associated with the development of a program (workshops and outreach); evaluation of alternatives and development of the program structure; regulation development and modifications as needed; initial program implementation; development of appropriate procedures and training tools; and assistance in building the tools and evaluation material necessary to effectively administer and monitor the success of the program.
