Specifications include, but are not limited to: Metropolitan is seeking qualified firm(s) to provide technical support and assistance for the Control System Upgrade Program that includes the upgrade of the SCADA system and required enhancement of local area network (LAN)/wide area network (WAN) data communications across all Metropolitan facilities. This Request for Qualifications (RFQ) is for firms that can provide Consulting Services in two key areas:• Supervisory Control and Data Acquisition (SCADA) Systems and Interfaces• Data Communication Network The Consultant will assist Metropolitan in:a. Conducting an as-is assessment of the current SCADA systems b. Defining and preparing requirements, standards, and specifications for the SCADA control system, its interfaces, and the data communication network. Provide technical assistance with planning the Prototype Project to assure Proof of Concept and reduction of project risk. c. Assist in guiding consensus-building and decision-making related to establishing functional requirements for the Control System Upgrade Program. Presence on-site of the project manager may be particularly helpful for this effort. d. Advising on future architecture of the SCADA system and associated communications network, along with related systems such as the Automatic Meter Reading (AMR) system e. Advising on cybersecurity best practices within the SCADA system, AMR system, and associated communications networks f. Preparing procurement documents for Prime Consultants of the Control System Upgrade Program g. Performing technical review of proposals and project deliverables (e.g., drawings, schematics, reports) for all Prime Consultant submittals throughout the project, during construction and commissioning.
