Specifications include, but are not limited to: Community and Senior Services (CSS) administers an array of federal, state and county programs to the residents of the County of Los Angeles. Among the federal programs that CSS administers is the Workforce Investment Act (WIA) and American Recovery and Reinvestment Act Rapid Response Programs (RR). The principal objective of the County’s WIAARRA RR program is to provide workers facing layoff due to business closures and mass layoff rapid response services that are required under WIA/ARRA. CSS seeks a consultant that will be responsible for the development of system design, procedures, policies and capacity building related to the RR program; this will include but are not limited to the programmatic and performance of the RR Program.
