The City of Lake Forest (“City”) is initiating a review and update of its General Plan Open Space ("Recreation and Resources") Element to ensure consistency with the requirements of SB 1425 (Chapter 997, Statutes of 2022; Government Code § 65565.5) and the technical guidance provided in the recently issued draft technical advisory by the Governor’s Office of Land Use and Climate Innovation (October 6, 2025). Specifically, SB 1425 requires jurisdictions to update their local open‑space plan by January 1, 2026 and to include within the Open Space Element (or by reference) plans and action programs that address: - Access to open space for all residents, considering social, economic, and racial equity. - Climate resilience and other co‑benefits of open space. - “Rewilding opportunities” that enhance habitat, recreation, and ecological networks. The City is seeking cost estimates and information from qualified consultants to assist in assessing existing conditions, identifying gaps, developing updated goals/ policies/ implementation actions, coordinating engagement, and preparing an updated Open Space Element and related documentation necessary for adoption.
