The selected consultant shall perform the following services: 1. Proposal Review • Conduct a detailed review of both proposals, including pricing, production guarantees, and assumptions. • Validate projected energy production estimates. • Identify inconsistencies, omissions, or material risks within the proposals. • Assess the City’s internal analysis and identify areas of alignment or discrepancies with the vendor’s projections. 2. Financial Feasibility Analysis • Evaluate projected capital costs, operating costs, and the previous performance of the vendor. • Analyze projected savings and cash flow for each proposal. • Evaluate the City’s eligibility for the Federal ITC for each proposal. 3. Utility Rate Escalation Analysis • Develop and justify an appropriate utility rate escalation assumption for Fresno’s PG&E service area.
