TASK A – Meet Pro-Housing Threshold Requirements Completion of 7 tasks outlined in the appendices below, in addition to threshold requirements including having a certified Housing Element, complying with applicable state housing law related to the Permit Streamlining Act and CEQA, and the “7 Principles of Homeless Encampments.” 1) Subtask 1 (Appendix 1): Create and adopt the formal Resolution for the Prohousing Designation Program by the County of Lake 2) Subtask 2 (Appendix 2): Prepare a Proposed Policy Completion Schedule, ensuring that the County of Lake has completed or agrees to complete, on or before the relevant statutory deadlines, any rezone program or zoning that is necessary to remain in compliance with Government Code sections 65583, subdivision (c)(1), and 65584.09, subdivision (a), and with California Coastal Commission certification where appropriate. 3) Subtask 3 (Appendix 3): Complete the Self-Scoring Sheet to ensure the County of Lake has completed all tasks that will lead to designation 4) Subtask 4 (Appendix 4): Provide examples of Prohousing Policies with Enhancement Factors. 5) Subtask 5 (Appendix 5): Create a Homeless Encampment Template, a one-page summary to HCD demonstrating how the applicant has enacted best practices in their jurisdiction related to the treatment of unhoused individuals camping on public property, consistent with United States Interagency Council on Homelessness. 6) Subtask 6 (Appendix 6): Outline and lead a diligent public participation process (see below) and completion of the corresponding Checklist, ensuring that adequate public noticing is conducted. 7) Subtask 7 (Appendix 7): Provide additional information and supporting documentation. TASK B – Lead the Public Participation Process Plan must include community engagement that meets or exceeds the Prohousing Requirement for Community Engagement Process that includes: 1) Outreach through a variety of methods and languages 2) Specific efforts to engage all segments of the community, including individual or representatives of lower-income and special needs households, for profit and nonprofit 3) Hold public hearings and informative meetings; Bring to the Board of Supervisors Meeting 4) Consideration and documentation of comments, including incorporation of comments into a jurisdiction’s application and Prohousing Policies, as appropriate and submit via HCD website. TASK C – Complete the Prohousing Checklist and Application Completion of the Prohousing Checklist, Completion of the Prohousing Application and Submission of the Prohousing Application to HCD. Coordinate with County Staff to provide an accurate analysis and selection of items on the Prohousing Checklist/ Application and ensure that these items are in alignment with the Housing Action and Implementation (HAIP). 1) Determine which categories, if any, are already in place and the associated points for existing items on the checklist. 2) Selection of the items on the Prohousing Checklist is needed to achieve the desired number of points to meet the requirements for the Prohousing Designation with corresponding strategies and timelines for each.
