Specifications include, but are not limited to: 1. Develop a community risk assessment based on known refinery risks. 2. Develop and codify an Operational Area Concept of Operations for the future development and establishment of effective County response effort. A. DEVELOP A COMMUNITY RISK ASSESSMENT 1. Develop a community risk assessment based on: a. Risks known to be presented as a result of a disaster incident at a refinery. This includes: i. An identification of the common hazards to include chemical substances, gaseous, solid, or liquid, that may be released as a result of an industrial accident or disaster event. 1. The selected bidder will make use of and include: a. Health risk assessment of data gleaned from South Coast Air Quality Management District refinery fence line monitoring project. Qualitative assessment of non-chemical hazards, to include, history of incidents, other factors known to increase risk of upset events. ii. An assessment of the dose and the toxic effects of the previously identified hazards. This will include both acute and chronic toxic effects. The selected hierarchy of toxicity criteria should rely first on California EPA reference dose and cancer slop factors, followed by US EPA and other peer-reviewed toxicity databases. iii. An assessment of the exposure scenarios. This includes development of a conceptual exposure model that identifies exposure pathways and assumptions. iv. A risk characterization organized by potential of toxic effects both acute and chronic.
