Services to include, but are not limited to: • Oversight of contractor adherence to all plans, specifications, and schedules. • Manage and coordinate change orders, RFIs, and submittals. • Review pay requests and recommend actions to the owner. • Review invoicing for compliance with Grant and funding requirements including BABA/American iron and steel. • Ensure State and local Labor Compliance • Provide inspection services during mobilization, site setup, drilling operations, and well development, and demobilization. Inspection hours for drilling operations, casing installation, gravel pack placement, and well development expected to be 24 hours per day. • Determine final casing and screen design. • Collect and manage water samples, cuttings samples, and other samples related to the work. • Coordination among drilling, well equipping, and pipeline contractors, as needed. • Preparation of final well completion report. • Implementation of noise management strategies and managing neighborhood complaints and concerns. • Federal and State grant funding and financing compliance (i.e. BABA/American Iron and Steel compliance). • Administer labor compliance program • Compliance monitoring with CEQA mitigation measures and permit conditions. • Coordination with CVWD staff, its grant manager, and regulatory agencies. • Complete well completion reports for each well consistent funding terms. • Excludes management of pipeline and well equipping contractors.
