The District invites submittal of proposals from qualified firms to perform professional construction management (CM) services for the East Complex Phase I Sewer Project. Firms shall prepare a detailed scope of services based on the information presented in this solicitation and other available information. Project design is complete. The solicitation for construction is scheduled for release May 19, 2025. Firms shall be familiar with the Improvement Plans included as Appendix C, and Technical Specifications included as Appendix D to this RFP. There will be a brief pre‐construction phase, construction phase, and closeout phase. The CM firm shall collaborate with District staff and the design team to adhere to the project budget and meet the project schedule. Firm shall monitor the work of the contractor and its subcontractors for construction contract compliance Schedule, coordinate, and conduct the preconstruction conference and weekly construction coordination meetings with the contractor, the District, and other entities as required. Prepare and distribute agenda and minutes for all meetings Review and process all contract submittals and RFI Develop and adjust the construction schedule to ensure timely completion Review and analyze contractorschedule and send out weekly statement of working daysto contractor and the District Review contractor’s monthly progress payment request and verify that request reflects work completed. This includes providing quantity calculations for each bid item broken down in the contractor’s schedule of values at the time of progress payments. Collect and process all contractors and subcontractors certified payrolls and manpower utilization reports Process clarifications and interpretations of the construction contract documents. Prepare and process construction contract change orders and coordinate processing of submittals between contractor, design consultant, the District, utility companies and other agencies as required. Keep accurate as‐built records and ensure contractor prepares correct red‐line as‐built drawings throughout the project. Final as‐builts shall be provided in CAD format.
