All service locations must include, at a minimum, the following components: 1. Proactive Counseling: The contractor must offer proactive counseling, as defined by DPH, to all participants receiving safer use supplies to aide them in moving through the stages of change and entering treatment using strategies to build long-term trusting relationships. a. Proactive counseling includes strategies to build long-term trusting relationships with participants, such as inquiring about the well-being and wellness of program participants. Regularly engaging with program participants in this way can foster longterm trust and provide staff with the opportunity to assess and address individual participants' needs. b. Utilize motivational interviewing (MI) techniques to help participants resolve ambivalence and strengthen their motivation and commitment to making positive behavior changes. 2. Health Education: The contractor will provide health education to mitigate the risks associated with substance use and prevent the transmission of HIV and Hepatitis. 3. Facilitate Connections to Treatment: The contractor will facilitate connections to treatment during all interactions and communicate that safer use supplies are distributed in compliance with DPH policies. All interactions must: a. Engage participants in meaningful discussions about treatment services and provide referral information about services a participant expresses interest in. b. Incorporate collateral, such as DPH Treatment Palm Cards to facilitate offers of treatment. c. Coordinate participant’s care directly with other DPH-funded health and substance use service programs. d. Provide treatment connections that establish an initial face-to-face and/or interpersonal connection between a participant and an external treatment provider. e.
