Specifications include, but are not limited to: The objective of this RFP is to retain a professional computerized ticketing company to implement and maintain reliable ticket selling services to include event support, customer support, gate access control, event marketing, accurate and reliable reporting, current and reliable equipment and adequately staffed charge-by-phone call centers. The standard gate entry positions currently include the Main Gate, Blue Gate, Green Gate and Satellite Wagering, and multiple parking lots, but the ability to expand beyond these locations is vital to Cal Expo. Additionally, the services must provide a proven reserved seating and general admission ticketing capability. Season, series, group, credential ticketing and parking credentials must be available through the system, with the ability to record patron information. The services must provide Cal Expo the ability to access this record (account) to input and store payment, ticketing, and customer information, as well as the ability to record non-ticket revenue with new or additional ticketing and payment information, at no charge to Cal Expo. In addition, the computerized ticketing system shall provide for multiple on-line operator and event sales reports to satisfy the needs of many departments, including accounting, marketing, box office, admissions, administration, operations and security. The ability to sell via proposer provided communication devices (e.g., tablets, PDA) is an additional requirement. Marketing services must be available to help drive event sales, and reporting must be available to demonstrate marketing results. 1. Access Control A. Proposer must provide a full functioning access control system. This system must include, but not be limited to: 1. Wireless and encrypted entry scanners capable of reading “ticket” barcodes from physical tickets, print-at-home tickets and portable mobile devices. All scanners must be able to read all barcodes, QR codes, etc., produced by ticketing system. 2. System must allow Venue to set parameters for events to include: a. Event access rules. b. Event editor. c. Device editor. d. Ability to group devices to specific venues on property. 3. The proposer must verify ability to monitor attendance flow instantaneously via internet-based program or local TCP-IP network which allows venue to draw scan information in real time. Scan information/functionality shall include, but is not limited to: a. Provide immediate information about an individual ticket barcode b. Scan ticket barcodes at each point of entry, and immediately verify if a given barcode is valid for entry, has been voided. c. Provide scanner-based information/reason for any rejected barcode, and verify the number of times a barcode has been scanned during a given period, etc. d. Provide barcodes that can be utilized for multi-day event. e. Scanners shall provide scanner operator with a read out of the type of ticket being scanned, e.g., Adult, Child, Senior, etc.
