A. Data Collection and Assessment • Survey and evaluate accessibility of all public roadways, curb ramps, sidewalks, pedestrian crossings, and public rights-of-way. • Evaluate accessibility of City-owned and leased facilities, including buildings, parks, and parking lots. • Review and assess all City programs, services, and activities, including online services, public meetings, communications, and emergency procedures. • Identify physical and programmatic barriers. B. Public Outreach and Engagement • Develop and implement a comprehensive public outreach plan, including: o Engagement with individuals with disabilities and disability advocacy organizations. o At least two public meetings or open houses. o Online surveys and feedback tools. o Coordination with City staff, council, boards, and commissions. C. Transition Plan Update • Develop an updated Transition Plan that includes: o Executive Summary and Purpose. o Regulatory Background. o Self-Evaluation Summary. o Barrier Prioritization and Removal Schedule. o Cost Estimates and Budget Planning. o Monitoring and Reporting Tools. o Grievance Procedure and Contact Information. • Recommend policy, procedural, and operational updates. • Provide the plan in a format that is easily accessed, such as a database or program. • Integrate Geographic Information Systems (GIS) and asset management tools where applicable.
