The City of Camarillo is seeking a qualified consultant to enter into a three-year agreement to perform a comprehensive user fee study and to provide support throughout the contract term. The purpose of this engagement is to ensure the City’s user fee structure remains current, cost-justified, legally compliant (including Proposition 218), and reflective of evolving service delivery costs and organizational needs. The City values both innovation and technical accuracy. While this Scope of Work identifies the outcomes the City expects from this engagement, proposers are encouraged to recommend their own approach, methodology, and deliverables that best meet the City's objectives.
