The selected consultant will: • Analyze current fee structures, subsidy levels, and cost recovery by program and facility • Compare City fees with similar agencies regionally • Recommend a fair and transparent cost allocation methodology • Develop a fee model that can be updated annually by staff • Provide policy recommendations for cost recovery targets • Facilitate engagement with staff, commissions, and City Council; At a minimum, the selected consultant will: 1.
