Specifications include, but are not limited to: • A comprehensive review of the City’s fee and rate structure with the goal of establishing a consistent and objectively based fee and rate structure that meets the needs of the City and its citizenry, along with meeting the various requirements set forth in state law. • Proposer will work with City staff to determine cost associated with the fee to ensure the City is adequately recouping that cost through the fee charged. • Evaluate all non-service fees for reasonable, again establishing the cost associated with the fee to ensure the City is adequately recouping the cost through the fee charged. • Compare the City’s fee structure to other City’s within the Coachella Valley to ensure the fees are reasonably assessed. Proposer will identify fees that are excessive compared to other area City’s and discuss with City staff. Proposer will also identify fees that are significantly less than other Cities and discuss with City staff. • The Palm Springs City Council has expressed a desire to evaluate the Parks and Recreation and Library fees separately and the Proposer should provide the City with various scenarios that will give discounts to residents, nonprofit organizations, and low-income residents.
