Task 1. Baseline Economic & Market Assessment The consultant shall conduct a thorough analysis of Lancaster’s economic profile, including employment rates, labor force participation, median income, poverty levels, educational attainment, industry mix, and business demographics. This analysis should identify structural economic challenges and emerging trends, providing the foundation for strategic planning. Task 2. Industry & Cluster Analysis Evaluate existing and potential industry clusters using quantitative and qualitative data. Focus areas should include film and media, aerospace, logistics and distribution, advanced manufacturing, renewable energy, and healthcare. The analysis should explore supply chain dynamics, workforce alignment, and competitive regional positioning. Task 3. SWOT & Peer Benchmarking Lead a structured SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis that incorporates stakeholder input and data findings. Additionally, benchmark Lancaster’s economic development conditions, policy tools, and sectoral performance against 3–5 comparable cities to identify gaps, innovations, and opportunities for improvement. Task 4. Community & Stakeholder Engagement Design and implement a comprehensive community engagement plan to ensure broad participation. The consultant should facilitate: - Key stakeholder interviews (city departments, anchor employers, institutions) - Focus groups (targeted sectors, underrepresented populations) - Online surveys (residents, business owners) - Public workshops or open houses Deliver a synthesis report of engagement themes and priorities. Task 5. Creative Economy & Film Strategy Assess the size, scope, and potential of Lancaster’s creative and film industries. Evaluate infrastructure, workforce, permitting systems, and incentive programs. Recommend policies and investments that support growth in this sector and increase Lancaster’s visibility as a film-friendly destination.
