Specifications include, but are not limited to: Task 1: Review applicable City documents, such as: • Current Development Impact Fees and related Municipal Code provisions, including the City’s current “AB1600” impact fees and park land dedication fee (Quimby Act) • 5 - Year Capital Improvement Program (CIP) • Master Plans including but not limited to: o Water master plan o Parks master plan o CASp Facility Evaluation o Recycled water master plan o Bicycle and pedestrian master plan in progress o Other master plans in progress • General Plan and the City’s 2021-2029 sixth cycle Housing Element • Police and Fire station information, and vehicles that are obtained by the City • City’s Strategic Plan • Municipal Code and other relevant City documents Task 2: Findings and Fees: Provide sufficient information and the necessary findings to help the City determine a full slate of development impact fees based on the City’s proposed infrastructure requirements, supporting the City’s General Plan growth projections and 5-Year Capital Improvement Plan. The Consultant will work with City staff to determine other supporting infrastructure or other operational services that could rightfully be included in the fee program to ensure the costs of such supporting infrastructure are paid by development. The Consultant shall provide recommendations regarding changes to existing fee structures and/or newly proposed fees and fee structures, including for Police and Fire services. For context and comparison, the Consultant shall perform research and provide a summary of development impact feesfrom similar California cities and others in Riverside County. Fees shall be calculated to provide for all services needed to support growth based on forecasts for development over a twenty-year period. Task 3: Meetings: The Consultant should include the following meetings in their proposal at a minimum. • Kick off meeting between consultant and City staff to review objectives of study, agree to methodology, and exchange information with City staff. • Review findings with City staff. Consultant to provide information supporting findings to date and proposed fees. • Attendance at a City Council meeting to present final report. Unless otherwise determined by the City, Consultant shall plan on City Council-involved meetings possibly being held at Norco City Hall.
