SCAG is seeking the expertise of a consultant team to develop a Community & Tribal Nations Partnership Strategy that includes a robust and comprehensive set of recommendations of the necessary actions that SCAG can consider in the near-to-long-term to support more equitable and effective partnering for both SCAG and its partners. It is also SCAG’s intent to share this resource with other public agencies who might not have the resources to develop a similar strategy. The consultant is expected to identify innovative and implementable strategies, curate meaningful discussion topics that clearly tackle the major tension points and opportunities around these partnerships and select suitable engagement strategies and participation methods. The consultant is also expected to have a firm command of the critical financial (including accounting, audit, payment structures), legal, and risk considerations for public agencies, including those leveraging state and federal funding sources, and similar considerations for community partner organizations and entities.
