The County of Kings (“County”), on behalf of the Behavioral Health Department (“KCBH”), is soliciting proposals (“RFP”) for the provision of community outreach, engagement, and education aimed at increasing awareness of and reducing stigma around and barriers to mental health and substance use disorder services. Activities would include, but not be limited to, development of an outreach and training plan with measurable goals and objectives; direct community outreach and engagement via participation in community events and the hosting of KCBH-exclusive booths; informational campaigns through social media; screenings, referrals, and warm linkages to appropriate service providers; evidence-based trainings to include Mental Health First Aid, Youth Mental Health First Aid, Suicide Alertness For Everyone: Tell, Ask, Listen, and KeepSafe (SafeTALK), and Applied Suicide Intervention Skills Training (ASIST); and community-based committees to review and advise on reducing stigma and increasing engagement to behavioral health services. Activities should have a focus on targeting these activities toward marginalized communities, client activation, and crossagency collaboration. As it pertains to this RFP, "marginalized communities" refers to groups that experience systemic discrimination and exclusion based on intersecting factors (such as race, socioeconomic status, sexual orientation, or geographic location) that result in significant health inequities and barriers to accessing behavioral health care.
