Course Types (On-site and Online) - 3.1 Vendor shall deliver 20-hour CERT Basic Classes on-site. The City estimates two trainings will be required per month. Class size shall not to exceed 48 persons per class. Classes shall be based on current FEMA curriculum that includes a skills day in a one-year period. Vendor shall provide a minimum of two instructors for each class, and five instructors for skills day. 3.2 Vendor shall deliver two half-day (or four hours each) CERT Refresher Skills Trainings for up to 48 persons per class. Vendor shall provide appropriate number of instructors for each training day. 3.3 Vendor shall participate in the annual County of Santa Clara's Office of Emergency Management CERT Rodeo. The Vendor shall provide five qualified instructors for each of the five stations during the eight hours of the all-day event. 3.4 Vendor shall provide online CERT Basic Classes via Zoom (or equivalent) as required by City. 3.5 Vendor shall provide multi-language delivery for all CERT trainings in English, Spanish, Chinese, and Vietnamese. 4 Product / Service Requirements and Specifications - 4.1 Vendor shall provide quality instruction, ensuring all volunteers are trained to the capacity of a Disaster Service Worker (DSW) based on FEMA's standards. 4.2 Each CERT course shall provide all appropriate instruction in the core eight areas of instruction: 1) Disaster Preparedness, 2) Fire Safety and Utility Controls, 3) Disaster Medical Operations I and II, 4) Disaster Light Search and Rescue, 5) CERT Organization, 6) Disaster Psychology, 7) Terrorism Awareness, and 8) Skills Demonstration. 4.3 Each CERT course must accommodate students/volunteers with disabilities and others with unique access and functional needs...
