1. Community Choice Aggregation (CCA) allows local governments to procure power on behalf of their communities while the existing utility continues to deliver electricity and maintain the infrastructure. The County has identified CCA as a strategic opportunity to: a) Increase the use of renewable and carbon-free energy sources. b) Provide stable and competitive energy rates. c) Foster local economic development through clean energy projects. d) Enhance energy resilience and climate adaptation efforts. The County is committed to evaluating CCA models that balance fiscal responsibility, regulatory compliance, and environmental stewardship. 2. The selected Proposer will be expected to deliver services through a multi-phased approach, focusing on, but not limited to, the following areas: Phase 1: Goals and Objectives a) Conduct a comprehensive review and analysis building on the County’s previously developed feasibility study as well as collect and contribute additional information and required data to define clear goals and determine the likelihood of success in achieving those goals. Activities shall include: i. Developing a structured and measurable set of goals and objectives for a CCA. ii. Performing load forecasting, rate modeling, and risk assessments to determine optimal program design. iii. Evaluating potential renewable and conventional energy supply options available to the County. iv. Furnish comprehensive cost, timeline, and revenue estimates. b) Timeline: 3-4 months Phase 2: Implementation Plan and Roadmap a) Develop a comprehensive implementation and rollout plan to guide program launch. Activities shall include: i. Regulatory Support ii. Fully outline California Public Utilities Commission (CPUC) requirements and procedures, as well as other applicable regulations. iii. Fully outline requirements and procedures for establishing a Joint Powers Authority (JPA). b) Program Design and Launch i. Develop recommended governance structures and operational models. ii. Create vendor procurement strategies for energy supply, data management, and customer services. iii. Design customer enrollment processes and overall CCA rollout procedures. c) Community Engagement and Outreach i. Develop public information materials, including a timeline and agenda for stakeholder meetings. ii. Provide transparent and equitable outreach strategies to ensure effective engagement with residents, businesses, and elected officials. iii. Establish a public communication strategy, including opt-out procedures and customer onboarding. d) Operational Support Forecast i. Provide performance forecasts and identify key benchmarks for program success. ii. Deliver ongoing compliance and market analysis forecasts to guide long-term planning. e) Timeline: 8-12 months
