CONSULTANT shall perform the following services pertaining to Community Based Social Marketing (CBSM) principles, data-driven insights, and creative engagement strategies to achieve measurable behavior change. Consultants are encouraged to tailor their proposed methods and deliverables to best achieve the desired outcomes. 1. PHASE 1: BEHAVIOR IDENTIFICATION AND BASELINE ASSESSMENT; Identify key behaviors aligned with the City’s Zero Waste goals. Conduct initial assessments to understand existing community practices, motivations, and potential opportunities for behavior change. Deliverables – Phase 1: • Summary of baseline research findings, including identified target behaviors, barriers, and motivators. • Documentation of research methods and data sources used. • Recommendations for focus areas to guide subsequent phases. 2. PHASE 2. RESEARCH AND BEHAVIOR PRIORITIZATION; Conduct research to identify and prioritize behaviors with the greatest potential for impact and engagement. Methods may include data analysis, literature review, surveys, or focus groups. Deliverables – Phase 2: • Summary report of research findings and rationale for prioritized behaviors. • Overview of research methods used. • List of priority behaviors proposed for further analysis and strategy development. 3. PHASE 3: BARRIER/BENEFIT RESEARCH AND STRATEGY RECOMMENDATIONS; Explore barriers and benefits influencing participation in prioritized behaviors. Identify target audiences and motivators. Develop preliminary recommendations for intervention strategies. Deliverables – Phase 3: • Summary of key barriers, benefits, and community groups influencing target behaviors. • Recommended strategies to address identified barriers and motivators. • Report outlining findings and next steps for strategy design. 4. PHASE 4: STRATEGY DESIGN AND PRE-TESTING; Design and refine intervention strategies and communication approaches informed by earlier research. Conduct limited pre-testing. Deliverables – Phase 4: • Draft communication and outreach strategies based on CBSM principles. • Samples of proposed materials. • Summary of pre-test results. 5. PHASE 5: PILOT TESTING; Implement one or more small-scale pilot programs to test the proposed strategies in real-world settings. Evaluate engagement and behavior change. Deliverables – Phase 5: • Pilot implementation plan. • Summary report of pilot results. • Recommendations for program adjustments prior to broader rollout. 6. PHASE 6: IMPLEMENTATION AND EVALUATION; Based on pilot results, develop a plan to scale successful interventions. Establish performance measures and an evaluation framework to track long-term progress and impact. Deliverables – Phase 6: • Final implementation plan for residential rollout. • Evaluation framework with metrics for ongoing performance tracking. • Final report summarizing outcomes, lessons learned, and recommendations for continued improvement. • Final presentation to Public Works Commission summarizing outcomes and recommendations.
