Specifications include, but are not limited to: Contract for private security guard services that will use a communitybased focused approach aimed specifically at limiting unlawful entry, damage, and vandalism of vacant units and buildings at the Property. Specifically, the selected provider will pair patrolling licensed security guards who will provide physical security and property protection services with the assistance of qualified Community Ambassadors who will facilitate community engagement, through their significant familiarity and strong, specific working knowledge of the Watts/Jordan Downs community and related community dynamics, and who are appropriately trained in mediation and conflict de-escalation techniques. HACLA will accept proposals from firms who hold valid Private Patrol Operator licenses and elect to either selfperform Security Guard and Community Ambassador Services or elect to self-perform Security Guard Services and subcontract for Community Ambassador Services.
