FUNDING OPPORTUNITY SUMMARY SWIFT, “System-Wide Investment in Freight Transport”, is a transformative initiative by the Port of Long Beach, designed to accelerate Port modernization, enhance goods movement efficiency, and reduce environmental impacts on neighboring communities. The SWIFT Commercial Harbor Craft Incentive Program (CHC Incentive Program) offers commercial harbor craft owners whose vessel(s) operate within the Port of Long Beach a unique opportunity to access funding to accelerate their compliance with California regulation. Funded by a $28.7 million grant from California’s State Transportation Agency under the 2023 Port Freight Infrastructure Program, the CHC Incentive Program provides financial incentives to support the repower, replacement or retrofit of propulsion engines in eligible Commercial Harbor Craft.
