The property available for purchase and development (Exhibit A) APN# 0130-111-020 is located on the Southeast Corner of Dobbins Street and East Monte Vista Street. The parcel is 24,932 square feet with approximately 16,000 square feet of usable space. As indicated above, the City is seeking a qualified developer/development team to repurpose and develop this area to create a “place” that is unique to downtown Vacaville. This location serves as a key entry point into Downtown Vacaville. This high traffic corner of the intersection is regarded as an optimal place for restaurant, retail, and entertainment uses. This property lends itself as a destination well suited for vibrant community interaction and has access to a public parking surface lot directly across from the property. On February 8, 2022, the Vacaville City Council adopted the Downtown Specific Plan (DTSP), which is intended to help reestablish Downtown as the heart of the city, and to create a “destination location” that is authentically Vacaville. All applicants are encouraged to review the DTSP as they prepare their submissions to the City. The DTSP builds on Downtown Vacaville’s historic charm, pedestrian scaled Main Street, and its proximity to Andrews Park and Ulatis Creek, and identifies several implementation tasks that will help draw residents and visitors to Downtown through: o Art installations including murals and sculptures. o Expanding Town Square to create a larger gathering space. o Improved landscaping and lighting. o Improved bicycle and pedestrian pathways. o Improved wayfinding signage geared toward motorists, parking lots, and pedestrians. o Permitting permanent outdoor seating and display areas for local businesses. o Streamlined development approvals to encourage residential development. o Promoting fewer office uses on the ground floors along Main Street and Merchant Street. o Improved parking management options including, but not limited to, parking lot signage, modified parking time limits, focused parking enforcement, ongoing monitoring and evaluation of parking, and other improvements to support existing and future businesses…and more.
