The Contractor shall provide research, analysis and assistance to LADBS concerning the effectiveness of Code Enforcement programs and identify opportunities for improvement, with an emphasis on technological enhancements. At LADBS’ request, the Contractor shall provide input, research, technical analysis and recommendations related to, but not limited to, the following: ● Review LADBS Code Enforcement Bureau (CEB) operations, legal requirements and obligations. ● Provide recommendations to address observed deficiencies, improve operations and consistently enhance enforcement across all property types. ● Evaluate and modify and/or develop new metrics and Key Performance Indicators to measure code enforcement effectiveness and outcomes. ● Analyze complaint classification processes. ● Modify or develop a case prioritization structure to provide flexibility in workflow management in situations of peak workload, limited staffing resources, and other external factors. ● Evaluate effectiveness of penalties and fines structure in incentivizing code compliance. o Analyze related fine and/or fee cancellations to ensure alignment with department and City policies. o Recommend programs which aim to increase public awareness of ordinances and municipal codes to encourage voluntary compliance. ● Review industry best practices for code enforcement automation across other municipalities.
