The City seeks qualified firms, consultants, or individuals that have expertise in conducting classification and compensation studies and surveys. A successful firm will be expected, at minimum, to perform the following with assistance of the City: General Project Activities: • Review background materials including organizational charts, personnel rules, labor agreements, and related information. • Conduct in-person and/or virtual outreach and informational sessions for employees and union leadership, including a series of orientation sessions prior to beginning the study and provide periodic updates during the study to inform all parties of the status. • Analyze, review, and coordinate with City staff to summarize data for presentation to City staff, union leadership, and City Council. Classification Activities: • Review all job descriptions, including level, job definition, essential functions, distinguishing characteristics, and supervision received and exercised. Review knowledge, skills, and abilities (KSAs), education and, licensing and certification minimum requirements to ensure they are clearly stated and directly related to the job duties. Revise and finalize job descriptions. • Develop and distribute position description questionnaires (PDQ) to each employee and conduct interviews or desk audits for clarification of responses when appropriate. • Recommend changes to existing or new classifications as appropriate. • Create job descriptions for new classifications and finalize draft job descriptions for existing classifications. • Identify career ladders for classifications as deemed appropriate. Compensation Activities: • Design a compensation and benefits survey and conduct a salary survey of comparison agencies for all classifications citywide. • The City and the Consultant will review Menlo Park’s list of existing 13 comparable agencies that the study will include for salary and benefit information and recommend any additions or removals.
