Task 1.0: Project meetings and coordination 1.1 Project kick-off meeting: City staff to facilitate initial “kick-off” meeting with the selected project Consultant to finalize project goals and objectives, project deliverables and timeline, and identify any critical and or regional issues as background to the project. In conjunction with this meeting, the Consultant will review prior studies and other related documents and identify any data needs that will be required. The Consultant shall provide meeting agenda and meeting minutes. 1.2 Additional meetings: The Consultant shall propose check-in status meetings as frequent as necessary to meet project schedule, but no less than one (1) meeting per month. The Consultant shall provide meeting agenda and minutes. Each meeting shall be scheduled for the duration of one (1) hour. Shorter meetings shall be prorated to the actual time duration of the meeting. 1.3 VTA Travel Model: The City will be utilizing the VTA Model as a base Model. As part of project coordination, the Consultant shall maintain a detailed summary of modifications made to the VTA Travel Model. Each submittal to the City shall include a summary of the modifications made to-date. Task 2.0: Review and Update of traffic counts and base Model land use data to 2023. City to provide VTA Travel Demand Model with 2019 baseline volumes (the most current VTA Model available). 2.1 Review, update, and validate traffic counts: the Consultant will obtain the latest traffic count data available from the jurisdictions and update the count database in the Model for the a.m., midday, and p.m. peaks, and average daily traffic (ADT). Additional traffic count data collection may be required by the Consultant and should be included in the proposed scope and cost. The City will provide turning movement counts collected between fall 2023 and winter 2025 at 92 signalized intersections (vehicles, pedestrian, and bicyclists) during the a.m. (7:00 a.m. to 10:00 a.m.), Midday (11:00 a.m. to 1:00 p.m.), and p.m. (4:00 p.m. to 7:00 p.m.). The data will be provided in PDF and Excel format as shown in Attachment A. If the turning movement counts at all intersections need to be more recent or additional hours are needed, these shall be provided by the Consultant and included in the project cost estimate. All other necessary data shall be provided by the Consultant. The Consultant will validate Model existing outputs with existing traffic data. 2.2 Review, confirm, and validate existing land use data: The Consultant shall review and validate land use plans and development projects with City planning coordination, as necessary. 2.3 Review existing land use growth assumptions: the Consultant shall review and revise land use assumptions for use in the Model. 2.4 Review Mountain View’s Transportation Analysis Zones (TAZ) and Model network: the Consultant shall review and provide recommendations to the TAZs and the Model network. 2.5 Review and validate roadway geometries: the Consultant shall review existing and planned roadway geometries. This will include field verification of existing conditions. The Consultant is responsible for coordinating with external agencies (e.g., VTA, Caltrans, City of Sunnyvale, City of Palo Alto, City of Los Altos) for information and details on planned projects impacting the Model.
