Specifications include, but are not limited to: A. Identify the potential for a Citywide Fiber Optic Master Plan (Plan) for the purpose of providing reliable and cost effective broadband programs and services in support of economic development through commercial, industrial, and retail attraction and retention.; B. Identify existing and potential fiber optic and broadband services available to the Cerritos community to support competitive, reliable, and cost effective broadband access in accordance with Federal Communications Commission (FCC) standards.; C. Identify the potential demand for competitive, reliable, and cost effective commercial, industrial, and retail broadband services in the Cerritos community per FCC broadband standards in support of job retention and new sales tax revenue sources.; D. Identify the potential demand for competitive, reliable, and cost effective residential broadband services in the Cerritos community per FCC broadband standards and in support of online education and work-from-home (WFH) trends.; E. Identify the potential commercial, industrial, and retail demand for broadband bandwidth at 10 gigabits per second (Gbps) or higher.; F. Identify an appropriate use of any potential existing City infrastructure to minimize the fiscal impact of a potential Plan.; G. Identify a potential Citywide fiber optic broadband map and cost effective infrastructure implementation method that supports economic development through commercial, industrial, and retail attraction and retention.
