The City of Torrance (“City”) is seeking proposals from qualified and licensed elevator contractors to provide preventive maintenance, inspection, repair, modernization support, and emergency services for all City-owned elevators and lifts. The selected Contractor(s) shall furnish all labor, supervision, equipment, materials, tools, permits, licenses, transportation, bonds, insurance, overhead, and profit necessary to deliver complete elevator services in accordance with the Agreement. The successful Contractor must demonstrate the experience, qualifications, and capacity to provide these services on an as-needed, on-call basis. Elevator Entrapments: • Response Time: Contractor must respond within 30 minutes (Monday–Friday, 8:00 a.m.–5:00 p.m.) and within 60 minutes at all other times. • Contractor must respond to all elevator entrapments 24/7/365. Elevator Shutdowns (No Entrapment): • Response Time: 1 hour (Monday–Friday) and 2 hours at all other times. General Emergency Response: • The Contractor shall arrive within two (2) hours of notification by the City unless a more stringent timeframe above applies. Non-Compliance Failure to meet the required response times may result in: • Deduction of damages incurred by the City, including Fire Department costs • Issuance of a notice of non-performance • Potential contract termination
