A. The California Department of Public Health (CDPH) is seeking a Contractor that demonstrates extensive knowledge and experience in the following: Provide meaningful Language Access Services (LAS) in translation, oral and sight interpretation, and sign language interpretation for the CDPH in educational, outreach, health, programs, benefits, and services to public health initiatives to people with limited English proficiency, non-English speaking people, deaf, deafblind, and hard of hearing people. Ensuring language is not a barrier to access of services. B. These services are necessary for the purpose of providing critical and consistent information to limited English proficient persons, non-English speaking persons, deaf, deafblind, and hard of hearing persons. In addition, the LAS will promote and support CDPH’s core values in providing equity and inclusion by ensuring equitable services to persons of all language backgrounds, culture, and ability. C. In addition to providing translations, Contractor will provide services which include creating, and maintaining language glossaries, developing, and reviewing desktop publishing for print and mobile-friendly files, and adhering to ADA compliance rules for projects which include print materials, videos, website content, publications, letters, forms, or other written materials. D. Provide "heard and spoken" services. This service requires specific knowledge, skills, and abilities related to the language pairs (i.e.: Spanish to English and English to Spanish). Interpreters must grasp ideas spoken and heard only once. They must be able to express these ideas in the other language instantly, accurately, and completely; in appropriate style; and with the intent of the original speaker.
